AS1940:2017 defines minor storage quantity limits - quantities below which reduced requirements apply and liquids may be stored on open shelves or work benches without a dedicated cabinet. Once those limits are exceeded, storage in a compliant AS1940 cabinet becomes mandatory.

The key minor storage thresholds for Class 3 flammable liquids stored indoors are:

Environment Packing Group I or II (e.g. petrol, acetone, toluene) Packing Group III (e.g. kerosene, mineral turpentine)
Commercial / industrial buildings 10 L per 50m² of floor area 25 L per 50m² of floor area
Laboratories 50 L per 50m² of floor area 50 L per 50m² of floor area

If your stored quantity of flammable liquid exceeds the minor storage limit for your environment type, you are required to store those liquids in a cabinet that fully complies with AS1940. Even below the minor storage threshold, a compliant cabinet is strongly recommended as best practice - it significantly reduces fire risk and demonstrates a proactive duty of care under WHS legislation.

Note: Minor storage is not an exemption from all safety obligations. Controls around ignition sources, spill management, and emergency procedures still apply regardless of the quantity stored.
